Douglas Carswell is a leader of the liberty movement with a track record of building high-performing teams that achieve change. Over the past five years he has led MCPP through a period of major free-market reform in the state — from labor-market deregulation in 2021 and tax reform in 2022 to school-funding reform in 2024 and the 2025 vote to eliminate the income tax. Once a laggard, Mississippi is now among the fastest-improving economies in the country.

Previously a Member of the British Parliament for 12 years, Douglas co-founded Vote Leave, the official Brexit campaign, and is the author of five books. Born in Britain and raised in Uganda, he came to America by choice and lives in Flowood with his wife Clementine and daughter Kitty.

Anika Page is MCPP's Director of Operations, overseeing internal operations, communications and marketing while assisting the CEO with development, planning and day-to-day management. Drawing on a background in banking, she has strengthened the organization's accounting and financial processes.

A hallmark of her work is the Mississippi Leadership Academy, which she designed as both a leadership program and a pipeline for the next generation. She also serves as Director of Marketing & PR for the Mississippi Young Republicans. Originally from Alaska, Anika lives in Brandon with her husband Kelly and their three children.

Vance Ginn, Ph.D., is an accomplished economist who champions free-market paths that let people prosper. He is founder and president of Ginn Economic Consulting, host of the Let People Prosper Show, a staff economist at Americans for Tax Reform, and a contributor at more than 20 think tanks.

He previously served as associate director for economic policy (chief economist) at the White House's Office of Management and Budget, and as chief economist of the Texas Public Policy Foundation and the Pelican Institute. He earned his doctorate in economics at Texas Tech University and lives in Round Rock, Texas, with his wife and three children.

Matthew D. Mitchell is a Senior Research Fellow and Certificate of Need Research Coordinator at the Knee Center for the Study of Occupational Regulation at West Virginia University, a Senior Fellow at the Fraser Institute's Centre for Economic Freedom, and an affiliated senior scholar at the Mercatus Center at George Mason University.

He specializes in economic freedom, public choice economics, and regulatory barriers to entry, and has testified before Congress and several state legislatures. His research has been featured in the New York Times, Wall Street Journal, Washington Post, NPR and C-SPAN. He holds a PhD and MA in economics from George Mason University.

Ilya Shapiro is director of the Robert A. Levy Center for Constitutional Studies at the Cato Institute, Chairman of the Board of Advisors of the Mississippi Justice Institute, and a Senior Fellow at MCPP. He has filed more than 300 amicus briefs at the Supreme Court and testified before Congress and state legislatures.

He has contributed to the Wall Street Journal, Washington Post, National Review and the New York Times, with regular commentary on CNN, Fox News, PBS and NPR. He clerked for Judge E. Grady Jolly of the Fifth Circuit and holds an AB from Princeton, an MSc from the London School of Economics, and a JD from the University of Chicago Law School.

Anja Baker serves as Mississippi Coordinator for Her PLAN (Her Pregnancy and Life Assistance Network), where she facilitates collaboration among assistance providers to empower women and families through comprehensive medical, social and material support.

She organizes statewide events, visits life-affirming assistance providers across Mississippi, and connects local organizations with state and national resources.

Elle Elise Herrington works as an intern at MCPP, assisting the Director of Operations with administrative tasks, social media and event planning. Born and raised in Mississippi, she is an undergraduate at Belhaven University pursuing a B.A. in English with a history minor, and a B.A. in Dance.

Classically educated before college, she developed an appreciation for Western civilization and the ideals on which it was built. In her spare time she dances ballet with Belhaven's Dance Department and Dance Team, and lives in Ridgeland with her family.
